Sourcing clothing from India for UAE brands
India and the UAE have had a trade agreement in force since May 2022, and the sea route is one of the shortest you will find. Here is how to use both, and what to get right on labels, sizing and timing.
The India-UAE CEPA and clothing duties
The India-UAE Comprehensive Economic Partnership Agreement (CEPA) has been in force since 1 May 2022. Textiles were among the sectors that got immediate duty benefits when it started, rather than a phased cut.
For a UAE brand, that means clothing made in India can enter at a preferential rate, provided:
- The goods qualify as Indian origin under the agreement's rules of origin for their product type.
- A certificate of origin under CEPA travels with the shipment, issued through the authorised Indian bodies.
- The goods are shipped directly under the agreement's transport condition, rather than being re-routed through a third country in a way that breaks it.
Duty rates and procedures can change. Your customs broker or clearing agent in the UAE confirms the final rate and the documents needed for each shipment. VAT on import applies separately.
Labelling expectations for clothing in the UAE
The UAE and the wider Gulf (GCC) markets expect clothing labels to carry clear consumer information. In practice, importers and retailers ask for:
- Fibre content, with percentages.
- Care instructions, usually as standard care symbols with or without text.
- Country of origin, for example "Made in India".
- Arabic alongside English on consumer-facing labels and packaging is widely expected for retail, and some product types require it. Confirm the exact wording with your importer or retail partner.
Children's clothing gets closer attention: secure buttons and trims, no hazardous cords on young children's garments, and fabrics and dyes that pass the tests your retailer asks for. If you also sell into Saudi Arabia or other GCC markets, check each country's rules, as they are not identical.
Put your label text, Arabic artwork and care symbols in the tech pack. Labels are checked against it before packing.
Product and range planning
If your range includes modest wear, such as longer-length dresses, abayas, kaftans, co-ord sets or loose kurtas, tell us the lengths, sleeve lengths and opacity you need. Fabric weight and lining choices matter in the heat, and sheer fabrics may need a lining or a different weave.
Our hubs cover many of the categories UAE brands buy:
- Jaipur: hand block printing, ethnic and fusion wear, cotton womenswear.
- Delhi NCR: export womenswear, western wear, kidswear and embellishment.
- Mumbai: fashion-forward womenswear, denim and quick turnarounds.
- Tirupur: cotton knits, loungewear and kidswear.
Sizing to put in your spec
Brands in the UAE sell to a very mixed customer base, so sizing varies: some follow UK or EU sizing, some US, and many use S to XL. Pick one system and write it down:
- A graded size chart in centimetres, with points of measure and tolerances.
- Your base sample size.
- Garment lengths for modest styles (for example, a full-length dress measured from high point shoulder to hem).
- Which size labels you want sewn in, if you show more than one system.
If you do not have a tech pack, our in-house designer can build one from sketches, references and measurements.
Shipping from India to the UAE
This is one of the shortest trade lanes from India. Sea freight from west coast ports such as Mundra or Nhava Sheva to Jebel Ali in Dubai is a short voyage compared with Europe or the Americas. Jaipur and Delhi NCR are both well placed for road links to those ports.
- Sea: the usual choice for bulk, and quick by international standards.
- Air: many daily flights from Delhi, Mumbai and Bangalore to Dubai and Abu Dhabi make air practical for small drops and re-orders.
We support logistics for brands abroad, including customs clearance support. Your UAE clearing agent handles entry and claims the CEPA preference with the certificate of origin.
Seasons, Ramadan and Eid
The UAE's busy fashion periods are the cooler months, roughly November to March, and the weeks before Ramadan and the two Eids. Because the Islamic calendar is lunar, Ramadan and Eid move about 11 days earlier each year. Check the expected dates for your launch year and plan back from them.
A simple plan from India:
- Costing: a costing and line plan within 48 hours of a complete brief.
- Sampling: every style is sampled until fit and finish are right. How long this takes depends on the style and how fast approvals come back.
- Production: about 45 days from sample approval to dispatch.
- Transit and clearance: short by sea, shorter by air.
Production in India slows around the Diwali festival weeks, so plan bulk dates around them too, especially for a Ramadan collection.

Questions
Is clothing from India duty free in the UAE?
The India-UAE CEPA has been in force since 1 May 2022, and textiles got immediate duty benefits. The preference applies only to goods that meet the rules of origin and ship with a CEPA certificate of origin. Your clearing agent confirms the final rate, and rates can change.
Do my labels need Arabic?
Arabic alongside English is widely expected for retail in the UAE and required for some products. Confirm the exact requirement with your importer or retail partner, and we sew in the label you approve.
Can I launch a Ramadan collection from India?
Yes, if you plan back from the expected Ramadan date. Allow time for sampling, about 45 days of production after approval, and transit.
How small can a first order be?
From 25 pieces per style. Some fabrics, dyes and prints need more, and we confirm the exact minimum after seeing your specs.
